Enterprise Data Modernization for a State Child Welfare Agency

Client Overview & Business Challenge:

The client is a mission-critical state agency responsible for child welfare and protection services. Its core application, is a legacy Oracle-based OLTP system supporting critical domains such as Intake, Response, Case Management, FAAP (Family Assessment and Action Plan), and BRC (Background Record Checks). However, the system's batch-oriented data extraction, performance bottlenecks, and reporting limitations significantly impeded the ability to make timely, data-driven decisions—especially in life-critical areas such as child safety assessments, legal case handling, and foster care management. DEFTeam started working with the client from Jan. 2018 and this project is continuing.

Project Objective:

The primary goal was to architect and implement a cloud-native Enterprise Data Warehouse (EDW) to:

• Eliminate data latency and support real-time analytics.
• Enable self-service BI capabilities for business users.
• Create a centralized, governed, and scalable data platform on AWS using Informatica and Snowflake.
• Migrate and modernize all legacy Jaspersoft and Power BI reports and dashboards.
